The main toolbar in the KMail component of Kontact becomes unlocked when opening the mail composer or viewing an existing mail in new window.

How to reproduce:
1) Right-click on toolbar -> check "Lock Toolbars"
2) Click on "New Message" OR double-click on existing mail in any folder
=> Main toolbar becomes unlocked, but "Lock Toolbars" in context menu remains checked.

Expected behavior: Main toolbar should remain locked.

This has been reported previously as part of http://bugs.kde.org/show_bug.cgi?id=165205. While the kdelibs specific part has been fixed, the problem with KMail remains.

Forget to mention that this applies to the unofficial Debian packages from kde42.debian.net at version 4:4.1.86+svn902265-0r1.

Confirmed, this only happenns when kmail is used inside kontact.
Reproduced with Versión 4.1.87 (KDE 4.1.87 (KDE 4.2 >= 20090101)) "release 3.1"

This works for me in kmail 1.11.0 (kde 4.2.0).

Unfortunately, I can still reproduce this with KMail 1.11.0. I'm using Debian experimental packages: kmail 4:4.2.0-1, kontact 4:4.2.0-1, kdelibs5 4:4.2.0-3, libqt4-* 4.4.3-2.

This unruly behavior also affects my kmail (version 1.11.4, kde 4.2.4 
from debian unstable).
