Switching tabs in Aplication Luncher on hover works, but too slow.
We suggest to choose the speed settings for the switching in Aplication Luncher Settings. After this, it will be more comfortable using of KDE4.

if you wish faster, click. (it's instant! but i bet you'll find it not actually faster in wall clock time due to human slowness ;)

faster hover results in other problems (particularly unwanted activation), and this is not something that will be made configurable as making everything possible configurable leads to insanity in both the config UI and the code itself.
