Kregexpeditor is not ported to KDE4 yet. There isn't even any info on http://techbase.kde.org/Schedules/KDE4/Application_Porting_Status

Unfortunately kregexpeditor is completely unmaintained:

judging from the changes I would assume mattr didn't pick up yet (or doesn't want to anymore):

Until a maintainer for this application is found there is no porting status to keep track of. So, if you know someone who wants to maintain kregexpeditor please tell him to report at kde-utils-devel@kde.org or kde-devel@kde.org
