This I got trying to build kde-l10n-ru on 4.1.80 and then on 4.1.85. Last, SVN, version is the same.

If skip this error the same will be for docs/kdebase-workspace/kcontrol/windowspecific.

do you able to build kdebase?
if you haven't done so, build kde-l10n-ru after you've installed kdelibs/kdebase

See also #177839 where similar problem but with another l10n. The solution is general.
