When menu effects are turned on in KDE 4.1.3 (GeForce3 0x200 graphics card--effects chosen by KDE (standard)) the text from the k3b menus vanishes.  This also happens with Kaffeine, and KDevelop.  The only way for the menu items to become visible is to turn off the menu effects, thereby causing the text in the menus to return.

Speculation here:  Could this be because of the older KDE libraries being used in the program?

Other KDE programs work just fine under 4.1.3 (menu text visible, normal program functions, etc.)

This is a known issue with the legacy nvidia drivers. 
As a workaround you can add the following to your /etc/X11/xorg.conf:
Option "RenderAccel" "False"
