The function to put the snow behind all windows makes it more usable, so that it is not only a gag anymore that you cannot run longer then a demonstration. The problem is that with many windows on the screen you do not see the snow anymore. So it would be nice, if the snow would fall behind the active window, but in front of the inactive (non-focused) windows.
Nice idea. The only problem I see is that if you have no active window (e.g. the desktop) you would not see snow. Or a very common scenario for me is to have a transparent konsole above a konqueror window. In that case I do not want to have the snow above the inactive window (konqueror) as I have to read from it. Nevertheless the wish sounds sensible and I will think about it a little bit more.
The snow effect had been removed in 4.7. So it is unfortunately no longer possible to implement this feature request.
