Note: This whislist is for konqueror but it affects the menu structure as whole.

When user hides the konqueror menubar from Settings > [x] Show Menubar or pressing Ctrl+M combination, the context menu (right click) gets the "[ ] Show Menubar Ctrl+M" -option.

The option is located top of the context menu as it would be most important feature. It seems to be placed there because of the users who hides the menu accidentaly by using the menu itself (not the combination), and they need to get it back easily.

The current "show menubar" option location is usability problem, because the context menu is designed for those few who makes mistake, and not for those who use the option to hide the menu.

The context menu should be designed for those who use it.

Now when user right-cliks the webpage and menu is hidden, the context menu looks like this:

If the user use the option to keep menu hidden, like most netbooks owners like to save the screen space by hiding it. And those who does not need it in daily purpose and like smooth clean UI or the menubar is hided on KIOSK-mode they are mostly used the menu bar hidden.

The propose is to move the "Show Menubar" entry to last group, where are "properties" or other such important information when needed.

So the better context menu design would be when Menu is hided:

Now those users who keeps the menubar hidden, can access more easily to important functions used on browsing. Back, Forward and Reload. And the unwanted option is not located as more important for those users. This idea is contrasted for idea if the "Show Menubar" would be shown first entry all the time in the context menu, if the menu is hidden or not. It would be stupid. And this way we could get well placed "Show Menubar" to other applications as well!

When the option for menubar is moved down to context menu, it could even leaved for there permamentaly. it would be easy way to hide/show menubar, without accidental way to hide it from menu, without knowing how to get it back, because in first place it was hided from context menu. Other way is to disable toolbar and menubar options and allow only the Ctrl+M shortcut to do it (what has it's own bad sides). 

The Ctrl+M option is problematic and it should be designed as one Main Feature for KDE applications, so all the applications has it. This way users learns that they can hide the menu if needed, we get a more cleaner UI for applications actually not removing the menu itself (or re-designing it). Microsoft has plan to change the menu and they came up with ribbons for Office 2007 and it is coming for Windows 7 for most (if not all MS software) what means it will spread to other applications in time.
