Compiler:          gcc-4.3.2 
OS:                Linux
Installed from:    Gentoo Packages

i have some pdfs with password encryption enabled on them.  after typing in the password and viewing the resulting document, i can export it as plain text, but there doesnt seem to be a way to save the document with the password encryption turned off.

This is not doable without Poppler allowing that.
Please report a wish in the poppler bug tracking system -  https://bugs.freedesktop.org, "poppler" product - and we can look again at this wish when it will be done in poppler.
