Version:            (using KDE 4.1.2)
OS:                Linux
Installed from:    Fedora RPMs

If I click on the hyperref page links in the attached PDF in fullscreen mode, everything is correct, i.e. I jump to page linked by the section/page link. But when NOT in fullscreen mode, I jump to the section AFTER the one I clicked on.

Problematic PDF file

Attaching a PDF where I'm experiencing this behavior. Try the links in the heading or in the TOC.

The document is broken, we have exactly the same behaviour than Acrobat Reader

                                                            ^^^^ assuming you meant "as", not "than"

What version of Acrobat Reader do you use?
In my Acrobat Reader 8.1.1, it works fine both in full-screen and normal mode, the same applies for xpdf. Only Okular doesn't work properly in normal mode.

No it does not work, it only seems to work, set Acrobat as continous view and you'll see how it fails too
