Version: (using KDE 4.1.2) Installed from: SuSE RPMs "Open" in German is "Öffnen". The Open-button in the Kate toolbar is missing the two dots over the Ö. I am 99% sure this is not a Kate-bug itself but a lib-bug. The translation of the KAction is correct as I see the Ö-dots in the File-menue. See attached pictures.

That is no kate bug. I have changed the relevant string in the german translation from "Öffnen" to "öffnen" (Capital Ö to small ö) and the two dots over the small ö are displayed. Easy test to check this: change Text Position of the Toolbars to "Text Only" or "Text alongside Icons" and the two dots over the "Ö" are displayed properly. I assume that the two dots are hidden by the icon, so this is a kdelibs or qt bug. I am unsure where to assign this bug. Any suggestions? Thanks Carsten for the hint.
Yes, when I do the text alongside icons I can confirm that I see the Umlaut correctly.

No, the bug is not fixed. In the first attachment (id=28111) you use Qxygen icon theme (Umlaut not ok), in the second attachment (id=30027) you use Chrystal SVG icon theme (Umlaut ok). With Oxygen + KDE-LoColor + KDE-Classic + GNOME icon themes the Umlaut is not displayed properly (missing dots), with all other icon themes it is ok.
