This bug probably belongs to khtml part, because the same happens in kmail when viewing a message that contains links. This bug still appears in KDE 4.2.2
This still happens with in Konqueror from Kubuntu packages 4.2.2. I noted that while browsing the man:ls and scrolling with the mouse wheel.

round 1) press ctrl/strg keyboard shortcut/accessibility keys are shown press pageup/down, keys go away but the page does not scroll. one needs to press it again for the page to scroll round 2) press ctrl/strg click in the scroll bar; shortcuts are still shown (where they were, no longer in the correct positions) but not redrawn - appearing just once each

Dear user, KHTML (and KJS) was a long time more or less unmaintained and got removed in KF6. Please migrate to use a QWebEngine based HTML component. We will do no further fixes or improvements to the KF5 branches of these components beside important security fixes.
