Settings -> Configure Okular -> Accessibility -> Draw border around links?
Indeed, that works! Since the pdf backend (and xdvi) show the links by default I didn't even bother to look in the settings menu. Incidentally, the borders are drawn not quite properly though. They are a bit to small and sometimes not quite on the text of the link.
