Seems like they are rendered as html, even if there are no html tags in message.
There was a bug that an empty paragraph was ignored in the HTML produced by KMail's composer, that has been recently fixed. I doubt this, probably the message is multipart/alternative with a plain text part and a HTML part (which all HTML messages composed by KMail have)
