Version:           4.1.0 (using 4.1.1 (KDE 4.1.1), Kubuntu packages)
Compiler:          cc
OS:                Linux (i686) release 2.6.27-2-generic

When I click the "OK" button on the New To-do window, a modal Resource Selection dialog pops up.  I dislike modal dialogs.

I also find the behavior of the dialog to be surprising: clicking on one of the resources that it lists causes the dialog to disappear.  I expected that clicking on a resource would just select it, and that I would have to click "OK" to dismiss the dialog.

Could this dialog be replaced by a pull-down on the New To-do window?

In new versions you select the calendar on the incidence editor dialog.

so I think this is fixed now.
