Version:           4.1.00 (KDE 4.1.0) (using 4.1.00 (KDE 4.1.0), Kubuntu packages)
Compiler:          gcc
OS:                Linux (i686) release 2.6.24-19-rt

Steps to reproduce:

1. Open a new konqueror session
2. Go to any webpage
3. Press CTRL-B without having opened the bookmark menu

Results:
No bookmark is stored

Expected Results:
Add a bookmark for the current page

I noticed that the shortcut works when I opened the bookmark menu once before using the shortcut.

Could be the same like in very old bug #29692

Using KDE 4.1.1 (KDE 4.1.0 (4.1 >= 20080722)) (KDEmod) in ArchLinux i686:
I can reproduce this behaviour

I can also reproduce this bug using KDE 4.1.3. But seems to be fixed in KDE svn (kdelibs svn rev.884602 / kdebase svn rev.884595)
