Version:           2.1 (using 4.1.1 (KDE 4.1.0 (4.1 >= 20080722)) "release 19.3", KDE:KDE4:Factory:Desktop / openSUSE_11.0)
Compiler:          gcc
OS:                Linux (i686) release 2.6.25.5-1.1-pae

on menu bar, the action 'File' should be '&File'. In English it is okay, but not Chinese.

I think this is wanted to avoid conflicts between the Alt+letter shortcuts to open menus, and the ey combinations you can send to a terminal.

This is correct.  Menu accelerators have been disabled in Konsole because they cause conflicts with terminal applications.
