Alain: if Red Hat blames upstream, they are very much mistaken. this feature is in later KDE 4.0.x releases as well as 4.1. add a new panel, put a taskbar in it.
In the meantime, I upgraded to 4.1.0 (from apt.kde-redhat.org), and now I can add a proper external taskbar. In 4.0.x, this was not really possible (all you had there was a sort of an icon box, which kept on getting covered by windows, because you couldn't bring it on top). The external taskbar of 4.1.0 is _almost_ ok. What's still missing is is a way to group similar tasks together, as was possible until KDE3. Things tend to get crowded in the taskbar if you have many windows open, and that problem was solved beautifully in KDE3. I keep getting the impression that KDE4 was released "in a hurry" before being feature-complete. Things are improving with 4.1.0, but there's still some way to go.
