Version:           2.1 (using KDE 4.0.98)
Installed from:    Unlisted Binary Package

First of all this is not KDE 4.1 RC1, I use the Archlinux binary packages from testing repo, which are built from the KDE 4.1.0 tag.

lukrop ~ $ konsole -v
Qt: 4.4.0
KDE: 4.1.00 (KDE 4.1.0)
Konsole: 2.1

DISCRIPTION:
If I scroll, e.g. while viewing a manpage the first 3 lines at the top of the window stay unchanged, until i scroll up again. I can repeat this everytime. I've also recorded a video. This problem occurs while Desktop Effects are turned on as well if they are switched off. So I don't think it's an NVIDIA driver issue.
