Other controls are fine - it is definitely a window for creating email messages. Also, maybe related, Settings: Configure KMail shows a window that says "Empty Page" and not much else. Looks corrupted, but I had just restarted Kontact.
Something with your KDE installation went totally wrong. Try to reinstall KMail or file this bug against your distribution.
Thanks for the reply. I just finished reinstalling KMail, via kdepim, and opened it to find your message. The send button is back. I had been trying to fix the recent problem with xulrunner, which has a dependency on libhunspell.so.1, which I can't install because there is a more recent version that many things depend on.
