Let's say I add a Picture Frame widget and the Analog Clock widget. Then I click on "Lock Widgets".
Now I hover the mouse over the widget and if it's for the first time after locking the widget the widget pop-up menu with "move, rotate, etc" buttons apear.
When I move mouse away and back over the widget the pop-up menu does not come up. So it happens only for the FIRST time (of each widget) after locking the widgets.
