neither usb nor ps/2 keyboard works, everything is fine though in the same system with blackbox. Please fix this, because I like kde 4

This could be anything... It might be KDE related, it might not be.

1) What are you running? Distro? Version? Type "svn info" in your source directory of kdelibs. Do you know approximately when this started to happen?

2) Try installing from packages in order to make sure that nothing was screwed up during your compile. 

3) Test with another user in case your settings are messed up.
~/.kde4/share/config/kxkbrc  <---copy that elsewhere or something and regenerate it? Paste a copy of this file in, that might be useful. 

Other suggestions:
4) It may be a bug related to evdev and xkb conflict which the new udev introduced, in which case it isn't a kde bug.

1.Sorry...running gentoo 64bit arch,last compiled date:20080709, and this started about a week ago
2. As a rule I update all in order everytime
3.Yup THIS was it! I couldn't find the file you pointed at(there was no such file neither with a new user, and it was not created not even when I moved ~/.kdesvn) and so I moved ~/.kdesvn to another dir and I'm now writting from kde(JOY). So I yet have the bad settings-dir, should you want to get to the bottom of this I'll happly post the files that you wish( as long as they exist)
4.No evdev here

So is this but yet unconfirmed?Should I mark it as resoved?
