The newer versions of kpowersave introduced a feature to scroll on the tray icon to change screen brightness. It also configured function keys to the same effect which was needed as for some reason the the keys would not work when using the nvidia proprietary drivers.

While the functions aere perhaps the distributions responsibility the scroll feature would be nice.

this is out of scope for plasma. perhaps you are looking for http://sourceforge.net/projects/powersave/

ah, it's in playground now, cool. it's still not plasma though =) try contacting the author. we don't create a product on bugzilla for projects until they leave playground, so a direct email is the way to go (you can of course provide a link to this report)
