When using a top or left panel the resizing process is problematic.
This is due to the black-gray gradient of the configuration dialog which goes from top to bottom (or left to right) and the black colour of the default theme.

Reproduce (for a top panel):
Just open the panel configuration dialog and try to make the panel a tiny bit smaller (a few pixels are enough to see the problem).
The panel configuration dialog then blends into the panel itself and one cannot see how big the panel is going to be after finishing the resize process.

the panel resizing wors as is because a performance issue that didn't let resize the panel real time.
hopefully it will be resize-as-you-drag again in 4.2
