How about displaying a "show menubar" / "hide menubar" option in the context menu of the toolbars as well? That way it's at least discoverable using the mouse.

Testing with 4.9.1: What application are we talking about ? In konqueror you have the show/hide menubar action in the context menu. Dolphin shows an additional icon in the toolbar for all menus, including the above action.
