One can lock all the widgets to the panels, but can't lock some and leave the others unlocked. It would be very convenient to be able to do so, as in GNOME.

this can be done via the config files, but adding UI for it seems inane.

(note: same conclusion when the same topic came up regarding kicker during my kde3 days =)
