configurable number of rows

Currently systray works and makes guesses what will be the best for the user. But I,  as the user, would also like to say -- keep only one row.

* of course, for vertical panel it should be number of columns.

Fixed in 4.2, the systray now bases number of rows and columns on the size it has available.
