I confirm this issue which was non-existent in 4.00.82. I am using opensuse 4.00.83 packages.
Actually turning off audio output in notifications in system-settings no longer makes knotify crash constantly.

If I go to "Notifications" "System Settings" and change "Use the KDE sound system" to "Use an external player" (I've put mplayer), you don't get this bug and still have sound notifications. At least it's a workaround for me. Hope it helps someone else. I'm also on openSUSE 11.0 with KDE 4.0.83 (Beta 2), and this problem didn't exist in Beta 1.
