after mapping leave to logout the text&icons in menus are unchanged

You can map "leave" to "logout" but in such places as:
* desktop context menu
* lock/logout plasmoid
* classic KDE KMenu

user still sees the shutdown icon and leave text. This is bug -- those items should be change accordingly to the settings --> logout icon and logout text because this action now means logout.

WARNING: though this is a bug, I hope that by fixing other wish-reports this whole functionality will be obsoleted.

This is systemsettings issue, not Kcontrol (but true ksmserver component).

this is the intended behaviour for reasons of consistency and documentation.

Consistency? "Leave" that leaves, and "leave" that logouts? 

And documentation comes second.
