Installed from:    Ubuntu Packages
OS:                Linux

Currently,when one clicks on a section that has no help assigned to it, WhatsThis will say:

"Not Defined
There is no..."

and at the bottom there is a link to submit a description.  Unfortunately, the link doesn't go anywhere :(
