input actions module is missing from keyboard section

The separation is really artificial -- I spend more and more time chasing modules than actually working, because on is in a11y secion, another is in advanced of all the sudden. I cannot (and user too) guess in advance where the module is.

There are _3_ modules currently there is a lot of space for IA, please put it back there (you can title it additionally or add small exclamation mark).
