Version:            (using KDE 4.0.82)

plasmoids: provide send to background/foreground buttons

so the user could safely set which plasmoid is where, currently it takes only to move a mouse, and the order is changed so it is hard to set anything.

Besides, it is impossible (easily) to change the order if one plasmoid overlaps completely another (smaller).

With those buttons -> one click and we are done.

So, the problem is that you can hide a plasmoid with one bigger in foreground.
But, why should I hide a plasmoid in this way?

The problem is that I cannot do this.

Why? Of course hiding entire plasmoid does not have sense for me, but placing plasmoid a bit tighter (hiding borders, or controls, especially in locked mode) has a lot of sense for me.

so the problem is: 
if two plasmoids are overlapped and widget is locked, it is not possible to send the plasmoid in background to the foreground.

... but if them are locked, this is right.

You meant unlocked. Yes, that's right.

Then I don't understand #3.

When the widgets are locked, then they are locked. I fully accept that I cannot configure them in this mode.

My wish is about unlocked mode, when you configure things.

when widgets are NOT locked, you can bring one in foreground simply clicking on it.

No, I said it would like to do this.

With small widget in background and big in foreground I cannot easily achieve my goal -- bringing the small one up front.

as i've stated elsewhere: plasma is an object model on a canvas.

it is not a drawing application ala karbon/inkscape, nor is it a window manager.

Again -- is the aim to make it usable or to follow artificial policies?

Do it yourself -- but the big analog clock in front and place smaller moon plasmoid at top, then change something in clock, and then try to change anything in moon. Good luck. It is impossible, you have to start making mess with your plasmoids to achieve this.
