it's done by drag and drop now, we want minimize the quantity of buttons in the panel controller, otherwise we will fall in the iper-cluttered interface again, really
D&D requires holding button and moving mouse at the same time. Not an easy task for handicapped people. I personally try to avoid d&d wherever it is possible because it is extra strain for me. Unfortunately I see a tendency in KDE4 to remove means for less fortunate users and forcing everybody to set things the longer, the harder way just to keep the screen clean. What is worth more -- people health or clean screen? This is most important argument. The second -- in one place you can set the orientation and check it. Much faster than d&d. Pretty much as alignment, you are at one place and test effects. Please reconsider, thank you in advance.
It hasn't been "removed" in that it just hasn't been added yet. As seen elsewhere on the list, Accessibility is something that will be added. It is _not_ being ignored. imo, its hard to add "Accessibility" properly when the things you want to access aren't actually done yet.

Note that d&d is not a good solutions for all users, while such explicit choice is pretty easy to use. What's more -- it is in front of user eyes, and it could be thought of as companion to alignment -- for me it is quite natural. Thank you in advance.
