Which items in particular are you missing? They can be re-added if truly needed. ( About has already been readded )
I personally does not miss a thing, but it is KDE application so it should be uniform with KDE look&feel. What's this, handbook, report a bug, quit. Just take a look at KControl and any KDE app (and/or HIG).
The standard KDE "Help" menu (as a tool button) is now in systemsettings, which has all items you requested, minus the "Quit" action (which doesn't belong into the help menu). WebSVN link: http://websvn.kde.org/?view=rev&revision=963175 Can be closed?
