This bug has been reported to novell.bugzilla.com and I was informed to report it here.  The bug can be found here:

I noticed that even if the user selects a timezone within the USA, the time
format is still in 24hour mode.  If a user selects USA, it should change the
time display mode to the preferred mode, 12-hour.  Most likely residents of the US will be using a 12-hour time format.

Hello,

I disagree, this should be set according to the locale. I happen to live in the US currently and my locale is not the US one. The TZ and the locale are completely different things.

Yup. And it is indeed set properly if you choose a US locale.
