KWallet has not got an option to change the password of KWallet. This option must request the old password to change the password of KWallet for security reasons.

From KWalletManager, select the wallet you want to change the password, then File -> Change password.

The option is in the tray icon menu, but not in KControl/kde-systemsettings. I think that the option must be in the control center too.

kcontrol/systemsettings shouldn't be used for configured extra applications.

The systemsettings module is just used for global settings (with the exception of displaying Access Control). It's not meant to interact with the KDE Wallet Daemon. The only program that's supposed to be used for managing the single wallets is the KDE Wallet Manager. I'm sorry, but this is by design and won't be changed.
