Installed from:    Ubuntu Packages
Compiler:          gcc (GCC) 4.2.3 (Ubuntu 4.2.3-2ubuntu7) 
OS:                Linux

When I try to attach a picture or file to an email (using kmail), the selection of directories presented are not directories, but names like Pictures, Documents, etc., which have no relation to my system.  The up and down arrows cause the cursor to jump around unpredictably.  And everything has an initial letter capitalized, which is BS.

Can be worked around by typing directory name.  File completion does work.

gqview is similarly afflicted when changing directories.  

This is a new update from kubuntu 7.10 to 8.04.  Can't figure out which version of kde I have -- kde --version doesn't work.

This works fine for me, I guess something is wrong with your packages.
