Enter the 'Configure Desktop' dialog. Let's say that in the list 'Desktop Theme' you have one item. Then download one new theme and it doesn't show up, there's only one item in the list. If I restart KDE, then both themes show up correctly. Now if I download another theme, I can see only the 2 old ones. But if I uninstall one older theme I can see the new one. It seems that the menu has a fixed number of slots and if I want new slots I need to restart KDE.

I had this problem too a while ago, but now it works, must have been fixed in the past month or two
