under windows xp, when you run kcmshell4 language, it show the configuration module, but in add language only english is available.

work just fine

sorry for the noise, actually i made bug161040 closed because i did not know how to change OS to ms windows.
this bug is still present in kde 4.0.7 under ms windows xp

This works for me
