If you are logged as normal user and want to run e.g. an application installer as root, right now you can help yourself by selecting "Open with"->"Other" from the RMB menu and then typing "kdesu"
Yves is right, but most of users doesn't know what kdesu is. A service menu could be useful. This could be added even on the new KDE4. This could solve the old bug #5522 too.
