Why is this kdelibs issue? Do apps registers context menus for menu entry? Or just get back event "RMB was pressed?".
OK, for a part my bad. Somehow I thought this was about system tray icons, but I have no clue why. Voices in my head or something. But can you clarify in which part of Konqueror or in which case you observe this behavior?
Systray icons menu for other apps I posted this report. Konqueror -> menu (for example edit menu) -> find -> RMB. It works like LMB.

So it is kdelibs issue or not?
It's something which is in Qt, so I wonder if a bug entry in the KDE Bugzilla is justified. I tend to say no.
Just small note -- Konqueror handles RMB if it wants to --> see bookmarks menu.
