The most noticeable thing what depends on the plasma theme is the appearance of the panel. Yet the plasma theme setting is in the desktop preferences dialog. I think at least some link should be in the panel settings dialog as most users open the panel settings dialog to change the appearance of the panel but they wouldn't find anything.

no, it doesn't belong in the panel. it doesn't really belong in the desktop either, but the desktop settings is actually an intermediate step towards a proper plasma config panel.

It really does not belong to the panel, I just said that users might be angry that they cannot change panel color because they look for it in the panel settings. A unified Plasma settings panel would really be a solution.

I would look for it in the panel, just like I would look to change the wallpaper by right clicking on the desktop.  When I change settings on a widget/plasmoid, I right click on it.  When I want to change an object, by nature, I click on it.
