In Kubuntu 8.04, The power saving settings are lost after a restart or crash of a certain module. I can't recall at the moment which one, but a restart will duplicate the issue as well for me.

Furthermore, this issue also breaks the Screensaver, as it doesn't seem to kick in unless the power saving is turned on, which seems to be a known bug from 7.10

This systemsettings-kde3 from kubuntu has been unmaintained for many years.
