You now that problem: just by accident you turn caps lock on and realise that after few word are written. 
Sometimes it turns me mad...

But there is solution - you need to double tap caps lock to turn it on.

The keyboard is handled on the X level, not by KDE, I suggest asking X.Org developers for such a feature.
