The short description isn't very helpful, but let me elaborate:
Go to a print dialog (okular or kate for example), and click on the properties button next to a printer, a dialog will pop up.

Now if you are using kwin 3 and click on the pdf window in the background, the PPD properties dialog will keep on top of the print dialog and the okular window.

With kwin 4, the print dialog will come to front, and focus will still be on the PPD properties dialog, but it stays "hidden" behind the print dialog, making it hard to reach (especially if it gets completely covered), and very confusing for most users.
