When the panel is relocated from one edge to another, any maximised windows are resized to their minimum possible size. 

At a guess this is due to kwin being told a small workspace size.

screenshot?

it looks like we're doing the Right Thing(tm) with struts in PanelView, so i wonder if this isn't a kwin bug. could you try with kicker from kde3 to see if the same problem manifests itself?


(it seems to all work here, btw... not that that means much ;)

I can't reproduce it with kwin 4 and kicker, with or without plasma running at the same time.

unfortunately i can't reproduce this =( ... i'm about to update my svn and i'll give it another whirl.

This is very very old and it works for me, please reopen if you still have this problem with a more recent kde 4.1 version
