That file is not a PDF as PDF files are mandated to end with %%EOF, this file has lots of garbage after the %%EOF, simply remove it and tell whoever generated it to learn how to generate pdf files.
hmmm, but Adobe and KGoustView read this file. Maybe we should add showing thats non-standard-files with any warrning? More usability, please.
