I have a windows PC at work. For a few weeks I'm trieing google desktop. 
Actually I liked idea to use double hitting of the button to have some action. It uses CTRL double hitting to open search dialog and double ShIFT button to show widgets on top. 
It is much better than using key combinations, because it is easier to use one key, it's  easier to remmebmer one key (for new users).

So, I propose to use same combination in plasma:
Double CTRL instead of ALT+F2 and double SHIFT to show plasmoids on top of programs.

It's not really Plasma related though, is it? The shortcuts aren't hardcoded...
(However, as far as I know, KDE doesn't support double button shortcuts)

Maybe it is more usability issue. 
I mean it's more easier to remember double button shortcut than button combination. ALT+F2 is powertoll, but imagine you having phone conversation and wanting to find important application. At least I need to look at keyboard to find these buttons. But I can push double CTRL whitout looking at keyboard. 

Again i think it's better to have same shortcut like other OS to keep same habits for users using different OS'es (don't punish me for saying that:)

It seems to me that the UI for this is already there but not connected.

Go to the shortcut configuration for something like the dictionary plasmoid, hold down Ctrl, and type D E.

The resulting keybinding looks like "Ctrl+D, Ctrl+E" but only responds to "Ctrl+D". That should either be responding to "Ctrl+D" and "Ctrl+E" as separate shortcuts (bad idea since it's frustrating to use the button to enter shortcuts which don't share at least one modifier key) or responding to "Press Ctrl, Type D E, Release Ctrl". (Better, given the behaviour of the keybinding button.)

For additional keybindings, maybe some +/- buttons could be added similar to how a lot of e-mail apps (and FeedRinse.com) design their filter builders.

This feature request was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this feature request is already implemented in Plasma 5, or is no longer applicable.
