Very strange issue here... if I press UP on my keyboard, ksnapshot opens. If I press printscreen, nothing happens.

Now, here's the weird part...

if I log into KDE 3.5, log out and log into KDE 4.0, the keys are back to normal. Every time I reboot, I have to log into KDE 3.5 first before KDE 4.0 will work first.

I don't know why it causes this, but enabling keymaps in systemsettings only makes things worse... my home, page up, page down, end and all of my arrow keys are jumbled up.

Are you using the same user account? Are you still experiencing this issue using more recent KDE version like KDE 4.1.3 or trunk?

According to https://launchpad.net/bugs/284124 this bug has been observed with compiz rather than KDE. There is a chance that this is not a KDE bug.
