Take a look at "work online" -- the button is always the same. 

Probably it side effect of using improper solution for switchable options -- otherwise the button should be "pressed" when the option is on.

Actions that are toggleable (->have a checkbox in the menu) already appear "pressed" in the toolbar. I tested this with KDE4.

If they are not yet toggleable, then they should be made toggleable, this is covered by your previous report (bug 156233).
