I have no idea whether this is the right place for this bug report, so feel free to move it the right location. It seems to be a KDE4.0 related thing.

I have a Dell laptop which has volume up/down, mute, play fwd/rev keys etc. Since installing KDE4.0 these no longer work and i have to use kmix to control the volume. Additionally when running KDE3.5.8 on the same laptop since installing KDE4.0 hitting one of the multimedia keys either doesn't work or causes kded to consume lots of CPU (70 to 99.9%)
 
Not sure how to debug this but I'd expect it would be a simple fix given it works/worked in KDE3.5 ? It seems to me like the multimedia  keys have been "unbound" from their various functions.

Reproduce: try using a multimedia keyboard in KDE4.0
Expected: volume control, track control in Amarok, bind keystrokes to various KDE functions

This is not plasma related, you can try to configure your type of keyboard in Regional&language under system settings and then enable Khotkeys under Input Actions, if it still doesn't work (here works fine) file again the bug about khotkeys but under khotkeys or kdelibs and not plasma.
